Start with the highest quality source image available - upscaling cannot recover detail that doesn't exist. PNG and uncompressed images upscale better than heavily compressed JPEGs. For best results, upscale in steps rather than jumping directly to 4x. Consider the final use case: screen display is more forgiving than print, where upscaling artifacts become more visible.
